Introduction: The Denver Mayor makes critical decisions to the health and safety of the Latino community in Denver and Colorado. With 196,824 Latinos in Denver County and 34% of the population, our needs must take a strong place in the next Mayor’s agenda if they are to govern inclusively. The Latina Initiative, a 501(c)(3) non-partisan organization, makes no endorsements of political candidates but urges all Latina/Latinos to be civically involved and for all Latina/Latino citizens to vote in the Mayoral Election on May 3, 2011 and June 7, 2011.

1 How would you close the $100 million structural budget gap?
Hancock City Council and Mayor Vidal are working on this now. Combining cultural affairs and theatres and arenas. 11,000 employees are working on cost savings. Not enough time to do what Romer is saying. We need to be diligent because there’s only 45 days between swearing in and when budget is due to city council.
Linkhart We’ve been cutting for 5 to 7 years. There’s no more fat and we are cutting to the bone according to the City budget office. Costs are going up because we don’t invest in our kids, in crime prevention, . Borrowed in bond issues $40 million to invest in parks and rec and that’s why parks land went up.
Lopez Big trucks lining Colfax are out of state. We need to make sure that those contracts are staying in state. We need to see what work we really need and incentives to offer workers who have been in 29 and 30 years to resign and then do not refill those. Property taxes are not coming in right now due to foreclosures. We need to find better revenue sources – more money in low wage people’s pocket and then we will increase sales tax.
Mejia Efficiencies in city government actually come from the people who are on the front lines. Largest expansion of services with greatest efficiency when I was in Parks and Recreation. No one will lose their job if you bring me efficiencies that we can use to incentivize and stream line the budget process.
Romer Top 50% we can grow out of. One time solutions so government can grow. The other 50% we need to go after in year 1. 5 specific things to get it done. Gave the structural committee five ideas. You need someone who knows how to make the numbers add up. I’ve been doing that for years. My business experience is in government finance.
Spahn Hired an expert to work on sustainability. Not going to be able to grow out of it. Before downturn hit, sales tax flatlined and costs continued to rise. Need to look at budget cuts for the next few years unless we look at revenue. 50% of the budget is safety. We need to look at the issue of the funding stream.
Wolf It’s investing. Pure quantifiable accountability. I beg to differ that we are efficient and accountable in city government. The way that we solve that is that we tie compensation to the outcome. It’s high time that that takes hold.
2 What will you do to grow minority and women owned businesses (MWB) and opportunities for those businesses?
Hancock Big supporter of Small Women and Minority owned businesses. If Inclusion is not a part of it than we go nowhere. Airport contracting is not happening because the value is not going throughout the system. Not about benchmark numbers but about working with companies that are inclusive at every level. Example, in awarding contracts I have stood up to make sure that there were inclusive processes for SWMOB. We need to build up businesses so they can compete in the big general contractors. We need to expand what we are doing and set the values in the system that we expect these programs to be more intentional. Leader or body of leadership have been intentional and making sure that we develop the MWB so they can take advantage. Supports short term loans from City to MWB. Set up a program that works to set up additional funds and work with traditional and non-traditional partners. City has $2billion out on loan right now. City cannot be all things to everyone but can leverage resources
Linkhart Office of Economic Development has been cut – business division down from 4 to 2 employees, libraries are down to 32 hours a week. Embarassing to see contract compliance goals up from 20% to 50%. We need to build the capacity to address the disparities. Need to nurture companies all the way through. Seed capital fund. Gap financing fund. Pay in 30 days. Get bills paid on time. Collateral loan program a good idea but we need to go further.
Lopez Need to educate people on how to have a small business, keep Latino kids in school, sports, and to let kids know at 18 that there are business opportunities available. Doesn not support short term loans to MWB from City for mobilization.
Mejia Every time we go into a cultural facility we should be walking out with something made in Denver. City contracts should be made and owned in Denver. MOB should be part of contracts. Make large contracts smaller. Make sure that there is a small business partner on large contracts. We need to set it up so that if you don’t reach your goals in contract one that you don’t get to do project 2. Free market economy has a bias to it in accessing capital. Important for city to get involved is to mitigate that and get funding to run their businesses. Current system is not free market or fair.
Romer Should not dictate. Key is how you do the process in procurement. One of the things we need to do is whether its for majority or minority we need to cut red tape so city hall works at the pace of business.We need to move this requirement up into the Mayor’s office and follow federal best practices.
Spahn Worked very hard on minority issues and have spent time talking with MWB. Certification and loans and business plans are overwhelming. Other cities have been able to nurture and develop potential entrepreneurs to nurture and support small business.
Wolf We ship $350 million worth of payroll out of Denver into the surrounding area. PERA raised their fees and so it is required we make it up. To think that a government can compete in venture capital would not pass scrutiny. Does not support short term loans from City to MWB. Need to shorten the term on the loans from the City.
3 Where do you stand on Jerry Whitman and the police brutality issues within the Denver Police Department?
Hancock National best practices have been what I have developed. We need to transform the internal affairs bureau along lines of national best practives. We should have done that for the DeHerrera case.
Linkhart I would not reappoint him.
Lopez Not going to fire a guy who has dedicated his life to Denver. I believe there is value in what he has done. I believe in due process. I would meet with him and give him an opportunity and that there is zero tolerance for brutality and give him a chance to resign.
Mejia need to handle discipline at the lowest level possible. Not pass the buck. Releasing the video was an important part of accountability. Need to do the same thing in the Booker case. We have run our course with Whitman. He deserves a lot of credit for but we need new leadership in the department.
Romer I would not reappoint him.
Spahn Need to do a national search and national accreditation – Need to improve internal affairs timeline. Ignoring need for warrants in communities of color needs to changed.
Wolf Need to be swift to act. As mayor I am purchaser of safety, we need to hit officers in their pocketbooks.
4 Where do you stand on status for those without immigration status?
Hancock We need to move in a profound and human way to give people a path to citizenship and stop breaking up families. We are required to implement the program by 2013. Secured Communities should not be an excuse to profile without the proper training and kinks. We need to approach this issue with passion and a humanistic soul. No one deserves to be mistreated or left behind. Do it in a compassionate way.
Linkhart Required to do Secured Communities but we don’t have to turn them over. Stop arresting people of color for minor offenses. I worked with El Centro on the Day Labor Wage Theft law. Immigration debate is a cancer and tarnish on our society

Romer They should have the right to go to college. Families have both documented and undocumented children. Federal government needs to act. Count me in on DREAM Act and Tuition Equity which I have been fighting for for many years.
Spahn Immigration lawyers on our campaign – we must support our children that grew up here in Colorado – What suprises me is that it seems a radical thing – Other states are Utah and Texas and very conservative states that have seen the economic benefit and benefit to children. Lengthy and expensive process to get documented. To deny them the education is a sin.
Wolf It is a federal issue and it requires immediate attention.
5 How will you work with the Latino community? How does that differ from your opponents?
Hancock Currently I represent the most diverse district in Denver. Montbello today 70% Latino. As a leadership we have to adjust and prepare to work with the Latino community and make a comfortable transition for everyone. No reflection of Latino culture at Montbello. Martin Jr. and Cesar Chavez never met but spoke weekly. Students after several weeks and the students said they were ready to lead. Children will lead us. Need to have a value of inclusion.
Linkhart I know enough Spanish to know mayor is alcalde and not Mejia. We need to do more bilingually to reach out and make city hall bilingual, airport multilingual, we need to embrace that. Teachers in DPS are not divers. Need to correct disparities and elevate people beyond this room to positions of power.
Lopez Growing up in Denver I'm committed to including the diverse perspectives from different neighborhoods in Denver.

Romer We need a great school system for all children. Need access to capital, one of the reasons I worked hard on financial literacy, reduce the number of payday lenders. Predatory lending fight is back on. Judge people before they ran for mayor. I’ve been with you and will continue to be with you.
Spahn Partner with chamber and NGOs. Diversify cabinet and make sure that diverse perspective is brought to every level in the city of denver
Wolf First by example meaning, that Latino's will have representation in the top levels of my new administration. Secondly, with a clean slate so that issues can be prioritized via fresh dialogue and then we can systematically progress down the list finding solutions. I think the main issue is dealing based on trust and the management of expectations within what is affordable, I think Latinos have been misled with false promises, I am the only candidate that is an active business owner/operator and know that you have to be accountable to survive and grow.
6 What would you do to fix the high drop out rates of Latino children in Denver?
Hancock Education is the civil rights issue of today. If we keep going not allowing children of color to not graduate we will be in trouble. We as candidates need to show our commitment. I helped write the Education Act of 2008 – Innovation Schools Act. When President Obama lauded Bruce Randolf it was that state law. One of the things that needs to happen, I will sit down with the stakeholders and to develop a compact to hold ourselves accountable to increase education outcomes. We need to invest in our kids and say that nowhere in the city are failing schools ok and we need to close the gap.
Linkhart We have to work hand in hand with DPS . I have been working on opportunities to collaborate – school based resource officers needs correction but is a cooperative effort, school health clinics, Denver pre-school project. We need pre-school. Many kids coming in not speaking English. Program out of money – invest in 0-4 year olds.
Lopez I’m tired of blaming the teachers. We need parental involvement. Henry Cisneros imposed a parent fine and it turned around the school district. Corporate America needs to pay a living wage so parents have time to get involved. Once we do that schools will succeed.
Mejia The City Schools Coordinating Committee is the City Council, Mayor, School Board and Superintendent. Has only met once this year. We need to meet more. High quality schools have same factors. It’s starting early – 60%of 4 year olds in pre-school, parents need to be more involved, parents need to be plugged in, school leadership and high quality teachers, right training for teachers and cultural facilities open to teachers and classes. It’s school leadership – the principal matters. We need to be more frequent.
Romer Early childhood ed and literacy. More time on task. Kipp has done it. We just brought in a new program at Lincoln – rewarding students who get 4s and 5s on the AP exam. We need a mayor who’s willing to ruffle feathers to make this happen.
Spahn I didn’t graduate from high school and now I am a lawyer after going back to night school. I know what the current drop out rate means. At the Office of the Child Representative we looked at national programs and worked with Pueblo and Adams schools to develop best practices. We need business community to partner. Schools are failing in poor areas. We need businesses to step up and help. If a child has a mentor it changes their life. We need to partner with you there. We need to extend our after school programs. We need to look qat school fundraising and supplementing the schools where parents can’t help with fundraising etc. Last thing is that Adams City and Pueblo have great truancy programs. Business was a major partner.

1 ¿Cómo cerrara la brecha de 100 millones dólares del presupuesto estructural?
Hancock: El consejo de la ciudad y el Alcalde Vidal están trabajando en esto ahora. Combinando asuntos culturales con teatros y arenas. Hay 11,000 empleados trabajando en reducir costos. Sin embargo, no hay suficiente tiempo para hacer lo que Romer dice. Necesitamos ser diligentes porque hay solo 45 días entre fecha cuando el nuevo alcalde sea juramentado en su puesto y el presupuesto se entregue al consejo de la ciudad.

López: Los camiones grandes que se ven en Colfax son de otro estado. Tenemos que asegurar que nuestros contratos se queden dentro del estado. Necesitamos ver que el trabajo que en verdad necesitamos y encontrar incentivos para ofrecerle a trabajadores que han estado entre 29 y 30 años no renuncien para después poner a otros. Los impuestos de propiedad no están entrando ahora por todos los juicios hipotecarios. Necesitamos encontrar mejores estrategias de ingresos---mas dinero en los bolsillos de aquellos con bajos ingresos y con eso aumentaremos los impuestos de ventas.
Mejía: Eficiencias en el gobierno de la ciudad de hecho viene gracias a aquellos que están en las primeras filas. He mirado la más gran expansión en servicios con mejor eficiencia cuando trabajaba en parques recreativos. Nadie perderá su trabajo si somos eficientes en cómo podemos usar incentivos para mejorar el proceso del presupuesto.
Romer: Podemos crecer en un 50%. Solucionando de una vez para que el gobierno pueda crecer. El otro 50% tenemos que alcanzarlo en un año. Hay 5 cosas específicas que hay que hacer. Le di 5 ideas al comité estructural. Se necesita a alguien quien sepa cómo hacer que los números salgan bien. Yo he hecho esto por años. Mi experiencia en economía empresarial es en finanzas de gobierno.
Spahn: Yo he contratado a un experto para que trabaje en la sostenibilidad. Esto no será algo que podemos superar rápidamente. Antes de la última baja, en que los impuestos se estancaron y los gastos han seguido subiendo. Wolf: Es pura cuantificable contabilidad. Me gustaría argumentar que no somos eficientes y que no rendimos cuentas en el gobierno de la ciudad. La manera de solucionar esto, es empatando compensaciones con resultados.
2 ¿Que hará para aumentar el número de empresas en la comunidad para mujeres y comunidades minoritarias, al igual de las oportunidades para esas empresas?
Hancock: Soy un gran partidario de empresas pequeñas de las comunidades minoritarias y de mujeres. Si inclusión no es parte de todo, no iremos a ningún lado. Contratos en el aeropuerto no están sucediendo porque el valor no existe en todo el sistema entero. No se trata de trabajar con empresas con puntos de referencia si no de trabajar con empresas que son inclusivas en todo nivel. Tememos que hacer crecer estas empresas para que puedan competir con empresas y contratos más grandes. Necesitamos expandir lo que ya estamos haciendo y poner los valores en el sistema que establezcan claramente lo que nosotros esperamos y que estos programas sean más intencionales. Además, apoyo de préstamos a corto plazo por parte de la ciudad para crecer las empresas en las comunidades minoritarias y entre mujeres. Es necesario, crear un programa que proporcione recursos adicionales y trabajar con socios tradicionales y no-tradicionales. La ciudad ahora tiene $2 billones en préstamos. La ciudad no puede ser todo para todos, pero si puede ayudar a aprovechar recursos.
Linkhart: La Oficina de Desarrollo Económico a sido cerrada—la división empresarial a bajado de 4 a 2 empleados, y las bibliotecas han bajado a 32 horas por semana. Es vergonzoso ver el aumento en los cumplimientos de contratos del 20% al 50%. Necesitamos, construir capacidad para dirigir las disparidades. Necesitamos guiar a las empresas hasta el fin. Prestamos son una buena idea pero necesitamos ir mas haya.
López: Necesitamos educar a las personas sobre pequeñas empresas, mantener a los jóvenes latinos en las escuelas, los deportes, y hacerles saber que a los 18 años hay oportunidades empresariales para ellos. No apoyo los prestamos de corto plazo para las comunidades minoritarias ni de mujeres de parte de la cuidad para la movilización.
Mejia: Cada vez que entremos a una facilidad cultural en Denver, tenemos que salir con algo hecho en Denver. Los contratos de la ciudad deben de ser locales en todo sentido. Es importante hacer contratos grandes, más pequeños para poder ser más inclusivos. También, crear provisiones en las que si no se cumplen las metas de los contratos en el proyecto 1, so se podrá trabajar en el proyecto 2. La economía de libre comercio no es justa en alcanzar capital. Es importante que la ciudad se involucre mitigando y en conseguir financiamiento para sus empresas. El actual sistema no es ni libre comercio ni justo.
Romer: No se debe dictar. La llave está en cómo se hace el proceso de contratación. Una de las cosas que hay que hacer sin importar si es para la mayoridad o minoridad es que necesitamos cortar el listón rojo para que el ayuntamiento trabaje al paso de los negocios. Necesitamos mover este requerimiento a la oficina del alcalde y seguir las mejores prácticas federales.
Spahn: Trabaje bien duro en cuestiones de minorías y con empresas en estas comunidades. Certificación, préstamos, y planes de empresas son abrumadores. Otras ciudades si han podido nutrir y desarrollar empresarios potenciales y nutrirlos hasta apoyarlos en sus pequeñas empresas.
Wolf: Enviamos $350 millones en negocios a otras áreas fuera de Denver. PERA subió sus precios y entonces es necesario que nosotros paguemos el aumento. Pensar que el gobierno tiene que competir y arriesgar su capital estaría fuera de control. No apoyo préstamos de corto plazo de parte de la ciudad para las comunidades minoritarias ni de mujeres. 3 ¿Qué opina usted en la cuestiones de Jerry Whitman y los problemas con la brutalidad policial en el Departamento de Policía en Denver?
Hancock: Las mejores prácticas nacionales son las que yo he desarrollado. Necesitamos transformar la oficina de asuntos internos para que se alineen con las mejores prácticas nacionales. Deberíamos haberlo hecho desde el caso de Herrera.
Linkhart: No lo nombraría de nuevo.
López: No voy a correr a un hombre que ha dedicado su vida entera a Denver. Yo pienso que hay valor en lo que él ha hecho. Yo creo en el debido proceso. Yo me vería con él y le diría que hay cero tolerancia para la brutalidad policial y le daría la oportunidad para que el renunciara.
Mejia: Es necesaria la disciplina en el nivel más bajo posible. Poniendo a la luz ese video es una parte importante de la contabilidad. Es necesario hacer lo mismo con el caso de Booker. Ya hemos terminado nuestro curso con Whitman. El merece mucho crédito pero se necesita un nuevo líder en el departamento.
Romer: No lo nombraría de nuevo.
Spahn: Es necesario hacer una búsqueda nacional y acreditación. Es necesario también mejorar la línea de tiempo en asuntos internos. Ignorando la necesidad de órdenes de arresto en las comunidades de color tiene que cambiar.
Wolf: Hay que ser rápidos para actuar. Como alcalde seré un comprador de seguridad, necesitamos pegarles a los oficiales en sus bolsillos.
4 ¿Qué posición tiene usted el tema del estatus migratorio para aquellos que no aun no lo tienen?
Hancock: Necesitamos entrar con una táctica muy profunda y humana para poner a estas personas en un camino hacia la ciudadanía y dejar de estar dividiendo familias. Se nos requiere que implementemos el programa para el 2013. El programa de Comunidades Seguras no debería ser una escusa para la discriminación y el perfil racial sin el apropiado entrenamiento. Necesitamos llegarle a este asunto con pasión y un alma humana. Nadie merece ser maltratado o dejado atrás. Es necesario actuar con compasión.
Linkhart: Se nos requiere implementar el programa de Comunidades Seguras pero eso no quiere decir que tenemos que entregarlo todo. Es necesario dejar de arrestar a personas de color por ofensas menores. Yo trabaje con El Centro con la ley de Salarios para los Trabajadores del Diario. El debate de la inmigración es un cáncer y empaña nuestra sociedad.

Romer: Ellos deben de tener la oportunidad de ir a la universidad. Familias tienen hijos indocumentados y documentados. El gobierno federal tiene que actuar. Cuenten conmigo para el DREAM ACT y para la equidad de matriculas por lo cual yo e estado peleando por muchos años.
Spahn: Tenemos abogados de inmigración en nuestra campaña—necesitamos apoyar a nuestros jóvenes que crecieron aquí en Colorado. Lo que me sorprende es que esta cuestión sea algo tan radical. Otros estados como Utah y Texas que son estados muy conservadores han brindado estos beneficios económicos a sus jóvenes. Hay un proceso demasiado largo y costoso para llegar a ser documentado. Negarles la educación es un pecado.
Wolf:
5 ¿Como trabajar con la comunidad latina? ¿Y cómo es eso lo diferencia de sus oponentes?
Hancock: Actualmente yo represento el distrito más diverso de Denver. Hoy Montbello 70% latino. Como un líder nos tenemos que ajustar y preparar para trabajar con la comunidad latina y hacer una transición cómoda para todos. No hay ninguna reflexión de la cultura latina en Montbello. Martin Luther King Jr. y Cesar Chávez nunca se llegaron a conocer pero hablaron semanalmente.
Linkhart: Se suficiente español para saber que “mayor” es alcalde y no Mejía. Necesitamos más esfuerzos para alcanzar a la comunidad latina haciendo el ayuntamiento bilingüe. Maestros en DPS no son diversos. Es necesario corregir las brechas y disparidades, al igual que elevar a las personas a más allá de este cuarto a posiciones de poder.
López: Ya que yo crecí en Denver yo estoy comprometido a incluir las diversas perspectivas de diferentes barrios de Denver.
Mejia: Creo que es muy importante hablar con todos sobre las responsabilidades de la comunidad para encontrar soluciones. Para incluir, necesitamos hablar su idioma, el lenguaje es importante.
Romer: Necesitamos un buen sistema escolar para todos. Se necesita acceso a capital, y es una de las razones por la cual trabaje duro en la educación de finanzas, para reducir el número de prestamistas “del día de pago”. La pelea de prestamistas esta otra vez muy fuerte. Juzguen a la persona antes de elegirla para alcalde. Yo e estado con ustedes y continuare estando con ustedes.
Spahn: Me asociare con la cámara y con organizaciones no gubernamentales. Diversificare la cámara y me asegurare que las diferentes perspectivas sean traídas a la ciudad de Denver en cada nivel.
Wolf: Primero con un ejemplo, lo cual quiere decir que los latinos tengan representación hasta en los niveles más altos de mi administración. Segundo, con borrón y cuenta nueva para que los asuntos puedan ser puestos en orden de prioridad por medio de un dialogo fresco para que podamos bajar la lista encontrando soluciones. Yo pienso que el mayor tema es trabajar en la confianza y el manejo de la expectativas dentro de lo que sea accesible. Pienso que los latinos han sido engañados con falsas promesas, y yo soy el único candidato que es un actual dueño/operador de su propia empresa y yo se que uno tiene que rendir cuentas para poder crecer y sobrevivir.
6 ¿Que hará para disminuir las altas deserciones escolares entre los jóvenes latinos en Denver?
Hancock: La educación es el tema actual de los derechos civiles. Si continuamos permitiendo que los estudiantes de color no se gradúen estaremos en problemas. Nosotros como candidatos tenemos que demostrar nuestro compromiso. Yo ayude a escribir el Acta de Educación en 2008---el Acta de Innovación Escolar. Cuando el Presidente Obama alabo a la escuela de Bruce Randolph era por esa nueva ley estatal. Me sentare con todas las partes interesadas para desarrollar un plan compacto para rendir cuentas y para que aumenten los resultados educacionales. Necesitamos invertir en nuestros jóvenes y decir que en ninguna parte de la ciudad serán permitidas las fallas en las escuelas y la brecha escolar será serrada.
Linkhart: Tenemos que trabajar de la mano con el Sistema Escolar de Denver. Yo he estado trabajando en oportunidades para colaborar---clínicas de salud escolares, escuelas PRE-escolares de Denver, y oficinas de recursos. Necesitamos PRE-escolar. Demasiados niños entran a la escuela sin saber ingles. El programa ya no tiene dinero—es importante invertir en niños de 0-4 años de edad.
López: Estoy cansado de acusar a las maestras. Necesitamos el involucramiento de los padres. Henry Cisneros impuso un sistema de multas para los padres y voltio por completo el distrito escolar. Las empresas de Estados Unidos tienen que pagar mejores sueldos para que los padres de familia se puedan involucrar. Cuando esto comience a suceder las escuelas empezaran a triunfar.
Mejia: El Comité de Coordinación Escolar de Denver consiste del Consejo de la Ciudad, el alcalde, el Consejo Escolar, y el superintendente. Este comité solo se ha reunido una vez este año. Es necesario juntarse más. En las escuelas de alta calidad son los mismos factores. Se trata de empezar temprano—60% de niños de 4 años están en PRE-escolar. Los padres tienen que mantenerse involucrados, tiene que haber un alto nivel de liderazgo en la escuela y administración. Buenos maestros también es necesario pero también buen entrenamiento y facilidades culturales para los maestros y sus clases. El liderazgo del director también es muy importante. Necesitamos ser más consistentes.
Romer: Es importante la educación temprana para los niños. Más tiempo con la tarea. Kipp lo ha hecho. Hemos traído un nuevo programa a Lincoln---premiando a los estudiantes que reciben 4s y 5s en el examen de AP. Se necesita un alcalde que esté dispuesto cortar las plumas necesarias para que esto suceda.
Spahn: Yo no me gradúe de la preparatoria. Ahora soy una abogada después de haber regresado a terminar la preparatoria. Yo sé lo que significan las actuales deserciones escolares. Yo he trabajado con Pueblo y Adams para desarrollar mejores prácticas. Necesitamos que la comunidad empresarial se asocie. Las escuelas están fallando en áreas pobres. Necesitamos que las empresas se pongan al margen y ayuden. Si un estudiante tiene un mentor eso les cambia su vida. Necesitamos colaborar con ustedes en eso. Necesitamos extender nuestros programas para después de escuela. Lo último es que Adams y Pueblo tiene muy buenos programas de absentismo escolar. Las empresas fueron grandes socios en esto.
